Simply state clearly, with your order, in the delivery instructions, exactly what you would like to have and it will be done. Two possibilities: Give one to the newly promoted Chief with sincere congratulation for his or her promotion. Or, the Chief can give these to their deserving Sailors or Airmen as an appropriate, informal expression of "Well Done". I know, when I was a QMSN over 40 years ago, if my Chief had given me one of these, I would still have it and would still be very proud to have earned my Chief's recognition.
