Two possibilities: Give one to the newly promoted Senior Chief with sincere congratulation for his or her promotion. Or, the Senior Chief can give these to their deserving Sailors or Airmen as an appropriate, informal expression of "Well Done". I know, when I was a QMSN over 40 years ago, if my Senior Chief had given me one of these, I would still have it and would still be very proud to have earned my Master Chief's recognition.
